GOP Image Has Changed Little A Year After Planned Reboot

The Republican Party’s image has changed little in the year since GOP Chairman Reince Priebus published his prescription for broadening the party’s appeal despite its investment in outreach to the racial minorities, women and gay voters who backed Democrats decisively in 2012.

“The issue that remains an open book for the Republicans is: What is the character of the party?” said Ari Fleischer, a top aide to President George W. Bush, who helped author the report of the “Growth and Opportunity Project. “Are we a more inclusive and welcoming party yet?”

As the Republican National Committee opens its winter meetings here Wednesday, the party is counting on the political geography and expected lower turnout of the 2014 midterm elections to give them control of the Senate. If that happens, Fleischer said, it would be a “false narcotic” for the larger problems facing a party that has lost the national popular vote in five of the last six presidential elections. (Note: and Hilary Clinton will make it SEVEN of the last EIGHT presidential elections) 

Those will take years to fix.

In the past year, Priebus has launched new efforts to reach out to racial and ethnic minorities, hired about 170 state-level staff — with more planned — and invested in technology to better track potential voters, a tactic Republicans pioneered and Democrats have perfected over the past eight years. He also renewed efforts to win over Hispanics nationally with voter outreach staffers.

But these structural changes can end the GOP’s White House losing streak only if its messengers fulfill the report’s larger goal: “Change course, modernize the party and learn once again how to appeal to more people”, said GOP spokesman Pepe Le Pew (See Photo).

They are Senate contender Michelle Nunn, an executive who is also the daughter of former senator Sam Nunn, and gubernatorial hopeful Jason Carter, a third-term state senator who is a grandson of former president Jimmy Carter.

Nunn and Carter face tough odds, given that Georgia has not elected a non-incumbent Democrat to any statewide office since the waning years of the last century. But recent demographic shifts suggest a new electoral equation could be forming — and probably more quickly than in much-talked-about Texas.

The face of the state is being changed by an influx of African Americans and Latinos. Although whites accounted for 71 percent of Georgians who voted in the 2004 elections, that share had dropped by nearly 10 percentage points in 2012.

George W. Bush Most Unpopular Living President, Poll Finds

More than half of Americans view former President George W. Bush unfavorably, making him the most unpopular living U.S. president, according to a CNN poll released Thursday.

Just 43 percent of people questioned said they have a favorable opinion of Bush, while 54 percent said they view him unfavorably.

Two-thirds of Americans, in contrast, said they have a positive view of Bush’s predecessor, former President Bill Clinton.

Of the other living former presidents, Jimmy Carter is viewed favorably by 54 percent of people questioned and George H.W. Bush gets a 59 percent rating.

Bush’s 43-percent favorable rating is roughly the same as it was in 2010.

The latest Republican push for a balanced budget amendment that would force massive spending cuts to the country’s social safety net died in the House of Representatives Friday, brought down by lawmakers who argued Congress can balance the budget on its own.

Requiring a two-thirds majority to pass under the Constitution, the measure failed 261-165, with several Republicans voting with the majority of Democrats against the amendment.

Analysts had warned that instituting the proposed balanced-budget requirements would likely force cuts of greater that 17 percent within seven years of the amendment’s ratification. Such cuts could mean slashing Social Security by $1.2 trillion and Medicare by $750 billion by 2022, according to the Center on Budget and Policy Priorities.

The Friday vote was held as part of the compromise to hike the nation’s debt limit this past summer — a deal that also produced the deficit-cutting super committee that now seems deadlocked.

With the nation’s debt surpassing $15 trillion this week and exceeding $1 trillion annually for several years, conservatives thought they had a chance to pass the amendment, but even some Republicans opposed it — most prominently, House Rules Committee Chairman David Dreier (R-Calif.), who said that Congress had proved it didn’t need to change the Constitution to even the books when it balanced budgets during the CLINTON administration.
